Controls are only real when someone owns them. The memorable owner is the kill switch - a named person with authority to shut the system down when an AI misbehaves in production.

- Hold real-time operational responsibility
- Conduct intermittent or routine audits and reviews
- Establish and respond to feedback and appeal mechanisms
- Elevate issues in emergent or emergency situations
- Own the "kill switch" for the AI
